I've watched the process on television. I believe they have a bowl of soapy water and roll some roving in a soft roll shape. Dip the roving in the water and start stabbing all around. Be careful with your fingers! Another way I saw was with the same soapy water and they rolled the roving over bubble wrap and kept shaping it into a ball. CharRube
